The daylight saving time concept was originally proposed by William Willett, a Surrey-based house builder and avid golfer. Born in Farnham, Willett was a ownage of owner of the Chislehurst Golf Club, a venue he helped establish in the 1890s.
Through his 1907 pamphlet, 'The Waste of Daylight', he argued for adjusting the clocks to-ward a system that would provide more evening light for outdoor enthusiasts like himself. He estimated that such a fast-change system of 20-minute increments on four consecutive Sundays in April would save the ability to use daylight more effectively and potentially save £2.5 million annually in lighting costs.
