Why did Fleetwood have to lose player for Arsenal penalty shootout?

Fleetwood Town secured a historic progression into the EFL Cup quarter-finals by defeating Arsenal five-three on penalties following a one-all draw on Tuesday night. Due to a late red card shown to teenager Max Dowman, the visitors finished regulation play with ten men, forcing the hosts to exclude defender Jake Batty from the shootout in order to maintain equal squad sizes on the pitch.
