The proposed legislation, which recently cleared the Senate by a wide seventy-seven to twenty-two margin, aims to boost athlete benefits while simultaneously safeguarding women's athletics, supporting academic resources, and overseeing sports agents. Under the terms of the proposal, total institutional revenue sharing could potentially jump from twenty-one million to nearly forty-nine million dollars annually, supported in part by a substantial retention fund.
Additional provisions within the bill restrict agent commissions to five percent, mandate a single penalty-free transfer limit for participants, and establish a five-year athletic eligibility window.
