Running back Quinshon Judkins was the primary instigator, sparking the sequence when he mimicked smoking a joint after scoring in the second quarter.
Quarterback Deshaun Watson and guard Austin Barber joined in, passing the imaginary cigarette back and forth, leading to fines for all three players. Watson and Judkins each received a penalty of $14,397, while Barber was fined $6,944.
The NFL’s updated policy still prohibits any celebrations involving smoking or drug imagery, despite allowing alcohol-related celebrations in recent rulings.
