Under policies revised in November 2024 to protect domestic talent and foster youth development, the governing body retains authority over all No Objection Certificates, regardless of whether a player holds a central agreement or is merely registered domestically. Similar clearance denials previously affected retired internationals like Jason Roy and Alex Hales when their respective county sides required their services for crucial fixtures.
This regulatory hurdle could directly impact Stokes' availability for Durham next summer following the club's promotion to the top tier of the county championship. Because the all-rounder played an instrumental role in securing their elevation, Durham will heavily rely on his continued presence to maintain momentum in the premier division.
Consequently, if Stokes attempts to skip portions of the domestic schedule to participate in overseas franchise circuits, the cricket board will have the power to block his clearance in order to prioritize county commitments.
